TL;DR
No, I don’t think so.
Longer answer:
I think Logic MSO needs support for 20V 1.5A profile from USB power delivery (PD) on the USB-C power port. I’m pretty sure the USB data port is separate, and I don’t think it can get any significant power on that port. So, if you have a PC w/ USB-PD port supporting 20V/1.5A power profile, it could work – but I’m pretty sure you’ll still need two ports total (one data, one power). You could also use a USB-PD battery pack vs. a wall plug as long as it supports the right power profile (and isn’t too noisy vs. the signals you want to capture).
